As far as I am aware, all of the autosomal tests on the marketplace (including LivingDNA, 23andMe, AncestryDNA, FamilyFinder, and the Geno 2.0 Next Generation) utilize chips by Illumina. Illumina includes a large number of Y-SNPs on the chips, but the chips are customizable, so each vendor can add in additional SNPs.

I don't know what tree Illumina utilizes to decide which Y-SNPs to add, but I do know there are SNPs which are difficult (or even impossible) to achieve accurate & consistent results, and this is likely a reason why some of the "older" and "upper level" SNPs (such as Z301 under U106) typically are not included.
