So it seems the "Flips(1): 16356G" is artificial, in reality what is happening is that in James Lick program he has U4+ as being defined by HVR1: 16356C, but in reality the i3001881 (https://www.23andme.com/you/explorer/snp/?snp_name=i3001881) is defined as T16356G per 23andme and A16356C per Cambridge Reference Sequence, so it is in reality not really a flip. Now what I found interesting is the A263G or rs2853515 (https://www.23andme.com/you/explorer/snp/?snp_name=rs2853515), that is one of the defining markers of U4b3, so perhaps she is U4b3 since 23andme doesn't test for it. She has 5 extra mutations from U4b3, and 6 extra mutations from U4b, this is not a full mitochondrial genome, so I'm guessing both U4b and U4b3 are rather old clades. Does anyone know anything about U4b or U4b3?

I am U4b3 through my maternal grandmother who was born in 1892 in what is now Valmiera, Latvia. She arrived in Australia in 1927 as a refugee and I have no details of her ancestry.

According to the following, U4b3 is found in Russia, Greece and Austria.
