I-CTS5966 corresponds to I-CTS10228 (https://www.yfull.com/tree/I-CTS10228/). Given your background, you are almost certainly in its subclade I-Y3120 (https://www.yfull.com/tree/I-Y3120/), which is a major Slavic founder lineage.

As I know 23andme test I-CTS5966 and 3 downstream branches I-S17250, I-Y4460, and I-Z17855. All of them are under I-Y3120.
About 95% of people under I-CTS5966 are positive on these 3 branches, on I-S17250 about 50%, I-Y4460 40%, and I-Z1785 about 5%.
If you are recently tested (last 2 years) it is possible that you are negative on these 3 most common branches.
Unfortunately, 23andme does not report negative or no call SNPs in raw data, so it is not possible to manually check and confirm.
For now, we know of 3 more subclades under I-Y3120:
I-BY154615
I-FT76511
I-Y18331
Plus one parallel to I-Y3120: I-Y81696

You might be positive on one of these branches, it is possible to check it at Yseq.
Anyway if you want to get to know more about your line and continue testing I would not recommend you to do individual SNP testing, much better is to do Next Generation Sequencing (Big Y at ftDNA or Whole Genome Sequencing in other companies).
