Yes, genetic variations which offer survival and reproductive advantage and well as the converse need to be spread promiscuously in the population in order to have a chance to do their things to the gene pool; small family size in the modern human case does not seem to be a demographically winning strategy, with immediate wealth and power awards being dead ends when not converted into reproductive vigor.
