There are many kind of Bagpipe all around the world. From Ireland to Iran its widespread and there are various types of Bagpipes. Diversity in Bagpipes might also mean that its too old instrument. In my opinion its probably spread all around the world via CHG expansion by following southern route ( Iran---> Anatolia--->Balkans and Carpatian Basin----> North West Europe ) which we observed in some genetical admixtures results and Y Chromosome Lines of J2. I might be wrong about my ideas but it doesnt seems related with steppe expansion.

Bagpipe was probably a transportation tool for acrossing rivers and used in wars for this purpose. Its also possible that it have been invented independently in different regions but it is 2nd senario for me.
