Some early humans in one area of one country at one time in their lives did not use fire.
This is like the joke about the three different professionals who saw a black sheep on entering Scotland for the first time.
"All we can be sure of, gentlemen, is that one side of that one sheep right here is black."

I will not extend what the authors take as a suggestion as anything more than that.
