Question about my maternal haplogroup H5a

On 23andme, my paternal haplogroup is R-M405, which is they say is common in places like Ireland. But I'm having trouble finding information about my maternal haplogroup, H5a.

23andme explains "Today, H5a is most commonly found in the central European plains, though it also exists at low levels across Europe. It reaches its highest frequency of 13% in Poland, and is also found at around 6% of people in Latvia and Romania."

What is the central European plains? My mother's ancestry is mostly German and English.
