Are you referring to I-Z2541? Y-Full says it formed 4,600ybp with a TMRCA of 3,900ybp.

    Eupedia says the following:

Z2541+ corresponds to AS1313 in FTDNA's STR-based nomenclature. It is a relatively small clade found especially in northwestern Europe, but also in western Ukraine, Romania, and Portugal. It emerged 4,500 years ago but has a TMRCA of 3,800 years. It has five subclades:
S2268+ is found in Ireland, Britain, the Netherlands, Germany, Denmark, Norway, Austria and Hungary.
S19185+ is found in Britain, Ireland, Norway and Hungary.
Y7043+ is the largest of the Z2541 subclades. It is found from Norway to northern Italy (possible Lombard connection) via Germany, Belgium and Switzerland.
Y21391+ has been found in Luxembourg.
Y29668+ is a minor clade found in England.
Given the recent haplogroup I1 finds in Lombard (Langobard) graves in Hungary (and in Italy) I would think it is entirely possible I-Z2541 (I1a2b1) to have Langobard origins...
    Y-DNA: I-FTA53697 (Scotland)
    Other Y-lines: R-S1141 (Scotland), R-L21 (Scotland), R-FGC33695 (Ireland), R-U198 (Netherlands), R-U106 (Netherlands)
    mtDNA: pending (Groningen/Friesland, Netherlands)
    mtDNA lines: J1c3

Or, given the very early TMRCA, perhaps an origin in a population that became Lombards.
Recent tree: mainly West Country England and Southeast Wales, with several neighbouring regions and countries in the last few centuries

"Mostly" is not the same as "overwhelmingly".

It is also important to note that I-Z2541 is a sub-branch of Z138 sub-clade which is one of major continental I1 groups. In other words, it is not Scandinavian.

It is nevertheless still found in Norway, however this could be for any reason (continental migrants, etc).

    Aren't most of the I1 subgroups non-Scandinavian?
