My father is in the HV9a haplogroup. His maternal line is made up of Volga Germans and I've wondered if perhaps they married into an Eastern European line during the 100-ish years they lived in Russia.

Are there any other HV9a folks out there with German ancestry?

A Slavic source seems possible but without any info from your relatives you may never know. However, variations of HV9 are anyway present at low frequencies in Germany, Denmark and England - there are local Germanic variations no doubt.
