I recently got the results from Dante Labs of a friend of mine M. Bianchi from Luni (La Spezia Province). He's R1b P312 L238 CTS11638 . He's on Yfull tree, his Haplotype formed 4100 ybp and TMRCA is 4100 ybp.
Here are his 35 STRs:

He is clearly an outlier, as L238 is primarily found in Scandinavia. I believe the most southerly example before this is from Austria.

I think we've found a Lombard...or maybe an Ostrogoth.

I'm not entirely sure that Bianchi is of Lombard or Ostrogoth origin, although it is a possibility of course. But considering that Northern Europe is much more tested than Italy, until we find someone connected with Bianchi in the last 2000 years, everything remains possible, because his haplotype could have been in Italy for a few millennia! The starting point is the tmrca of 4100 years ago.

The guy whose last name means white (usually for hair colour). Your friend, not mine, just saying....

For certain Germanic language did not originate in Scandinavia, it split from northern Germany, from an ancestral branch of a parent language in Germany. Since L238 derives directly from P312+, it's probable that L238+ derives from an early split of P312+ in Germany. It's not necessary that it originated in Scandinavia, but a very successful branch seems liked to the migration period in the north, but I suspect among other, less successful branches in the south.
