    The question doesn't have enough constraints to answer simply. I assume you're talking about genetics. I also think it's likely you're not including modern immigrants in the question. So, if you're limiting the question to extant ethnic groups that have inhabited territories now associated with specific modern countries since before the modern era (pre-1500), then the answer is Russia-- even if you're just limiting it to the side of Russia west of the Urals (i.e., European Russia). Italy has everything from Sardinians to Venetians, sure, but the European territory now administered by Russia has hosted everything from Russians to Chuvash to Nenets since before the modern era. Kalmyks live in European Russia, too, but they came after 1500 so I consider their migration part of the modern era.

    Of course, one must also consider the Romani, who carry very divergent South Eurasian ancestry. But they've also lived in the territory of European Russia since before the modern era so it doesn't really change my answer.

    If the OP means genetically, perhaps the U.K., especially if you include immigration over the last few hundred years.

    If you mean genetically different populations I think Russia - Slavic ethnic groups, Finno-Ugric ethnic groups, Turkic ethnic groups, Mongol ethnic groups, Samoyedic ethnic groups, however Russians living near them are not so different from Finno-Ugric peoples for example

    100 years ago it would be very likely territory of modern Ukraine - Poles, Jews, Germans, Ukrainians, Bulgarians, Tatars, Russians, Greeks, Romani, Armenians

    With modern day immigration I would say The Netherlands is a good candidate, same with Belgium and Luxembourg (it is about 50% foreign born), as well as Sweden etc, but in general most of northern Europe is now very diverse. In my home town in Norway (pop at around 300 000-400 000) as an example, I think we have almost the whole world represented and within a generation the city will be unrecognizable from what it was prior to the major waves of immigration in the 90's onwards (but we have always been a multi-ethnic country, although much less so than today)..

    Without this I would say Turkey and Russia are both good candidates, as is Romania and Ukraine etc..

    I think Russia. The area Russia covers is huge and there are a large number of ethnic groups who live within its borders.

    The UK is quite diverse, but I think it’s overall more homogenous than Russia. Most of the UK is White British or White Irish with another significant ethnic group being British Asians. In Britain, Asian means South Asian and other Asians are typically referred to as Middle Eastern or East Asian in my experience. Or even by country e.g. British Chinese. It’s weird, but it’s just what I’ve heard people say.

    Welsh, Irish, English and Scottish are ethnicities as well, although there has been quite a lot of mixing and sharing of ideas between us.

    In terms of genetics prolly Greece and Israel IMO.Russia and USA as well,but these countries are more like federations.
