Relationship Range question

How does FTDNA determine "Relationship Range"? The matches who have the longest block or the ones who share the most centimorgans with me are not all the same folks who match me under relationship range.

I believe the exact details of their algorithm are a secret (unless someone has a link?) but IIRC the ranges are based on a combination of longest block, total DNA, and total number of segments.
