Closer to matches I share less with compared to those I share more?

I have matches on 23andme that are closer to me than matches I share more with. This is an example of my match list, I have a match that I share 0.18% on one segment but below the list I have matches where I share more with like 0.23% (one segment). How is this possible?

Not only is the total number of cMs of sharing used but the number of segments is taken into account.
I have had better luck figuring out how I am kin to people that match me on high-numbered short chromosomes than low-numbered long ones.
A month ago I read that there is basically an equal input from all your maternal grandparents on your maternal copy of chromosomes [paternal can be biased]. That means that copy contains info from a minimum of 4 ancestors. If someone matches me for around 1/4 of a short chromosome I try to contact them.
For example: [My mother does not match this match here] Our genealogical match is one of my paternal great-grandmother was half-sisters (and 1st cousin) to one of this match's great-grandfather's. [I am her closest match on GEDmatch & FTDNA]

I put into consideration the number of segments. If you look at my list I have a match at the top whom I share 0.18 cMs and a bit below him a match sharing 0.23cM, both one segment and both are big probably paternal matches.

I find it unlikely that they can call a 3rd cousin relationship exactly. See stats below.
Also I noticed they had a 3rd - 6th range. 4th cousins can be 0cM sharing so I don't see a basis for anything further than 4th not being listed as 3RD to DISTANT. For that matter, I cousin of mine told me that she didn't match one of her 3rd cousins.
I got these autosomal stats off ISOGG Wiki last year:
    4th, 3rd 2R, 1/2 3 1R 0-54
    3rd 1R, 1/2 3 0-99
    3rd, 2nd 2R, 1/2 2 1R, double 1/2 third 16-111
    2nd 1R, 1/2 2, 1/2 1st 2R 19-197
    2nd, 1st 2R, 1/2 1st 1R 86-426
    1st 1R, 1/2 1st 220-638
    1st 548-1139
Sorry for all the categories. I have a lot of 1/2 cousins, and (x) Removed to keep straight :-)

Mmmm. An uncle and me match for 2106cM (at GEDmatch). I wonder if I drop the thresholds would they up to 2150.
EDIT: Oh well, dropped to 4 cM like on the ISOGG page. Came to: 2,132.3 CM.
